Yes this happened here in the UK not some 3rd world country. We hope you are as disgusted as we are. Hard to believe that an organisation claiming to be acting in the best interests of the animals would SLAUGHTER 10 GSD's with a captive bolt. There are many GSD rescues who would have taken these dogs and rehabilitated them.

A penetrating captive bolt, with a sufficiently high bolt speed, in good state of repair, and used properly will stun an animal. Death MAY result as a consequence of the physical damage to the brain caused by penetration of the bolt, but death is not a guaranteed outcome. The immediate question is, What percentage of animals is killed by a captive bolt? One can only imagine the terror that these dogs endured at the hands of the RSPCA slaughtermen.
